Content Reports and Moderation Appeals

This policy creates a structured electronic route for reporting specific public content that a person believes is illegal. It supplements ordinary Community Guidelines reports, child-safety reports, privacy and doxxing reports, security reports, and the separate Copyright and DMCA Policy.

A report concerning allegedly illegal public content may be sent to legal@mrblindbandit.net. Urgent child-safety matters should be sent to safety@mrblindbandit.net. Copyright notices should be sent to copyright@mrblindbandit.net. Security vulnerabilities should be sent to security@mrblindbandit.net.

A future in-product report form should route the report internally without requiring a reporter to determine the perfect legal category first.

A useful notice identifies the exact URL, post, comment, account, or other location; explains why the reporter believes the material is illegal; identifies the jurisdiction or legal rule if known; provides relevant context or supporting information; and gives a contact route where follow-up is appropriate. A reporter should avoid unnecessarily reproducing illegal, exploitative, intimate, or highly sensitive material.

Reports should be made in good faith. A person should not knowingly submit fabricated evidence, impersonate a rights holder, use repeated reports to harass another user, or deliberately mischaracterize lawful speech as illegal merely to suppress disagreement.

The operator may assess the reported content, context, account history, applicable law, Community Guidelines, safety risk, rights of affected people, and reliability of the information supplied. The operator may request clarification, preserve relevant evidence, remove or restrict material, limit an account, refer the report to another policy process, decline the report, or take another lawful and proportionate action.

Reports involving credible imminent threats, child sexual exploitation, non-consensual intimate material, compromised accounts, malware, or exposure of dangerous private information may be escalated immediately.

Receipt of a report does not itself prove illegality. Where feasible and safe, the operator should distinguish between illegal content, content that violates Community Guidelines without necessarily being illegal, and lawful content that should remain available.

Where legally required or reasonably appropriate, a user whose content or account is materially restricted should receive a reason or reason category, the scope of the action, whether the action is temporary or permanent when known, and information about an available appeal. Notice may be delayed or withheld where necessary for safety, investigation integrity, legal restrictions, child protection, fraud prevention, or another compelling reason.

A user may request review of a material moderation decision through the route stated in the decision or through legal@mrblindbandit.net. An appeal should identify the affected content or account, explain why the decision is believed to be wrong, and provide relevant new context.

Where practical, an appeal should receive meaningful human consideration rather than a blind repetition of the original automated signal. Repetitive abusive appeals, spam, or attempts to relitigate an unchanged decision indefinitely may be limited.

Automated tools may help prioritize spam, fraud, malware, duplicate reports, or potentially harmful material, but a severe action should not rely on an opaque automated score alone where human review is reasonably available and the consequences are material. The operator should document important automation used in moderation and reassess it for false positives and accessibility impact.

This policy does not replace a valid court order, law-enforcement request, regulatory order, emergency preservation request, or another formal legal process. Requests purporting to come from authorities should be authenticated before disclosure where appropriate and lawful.

Copyright and related statutory takedown requests are handled under the Copyright and DMCA Policy because those notices can have different required elements, counter-notice procedures, deadlines, and preservation obligations.

A report that primarily concerns exposed personal information, account compromise, impersonation, or non-consensual intimate material may be handled under privacy, safety, or security procedures even when the reporter also describes it as illegal content.

Reports involving suspected child sexual exploitation, grooming, trafficking, sexual extortion, or other severe child-safety concerns should be prioritized. The operator should avoid unnecessary viewing or redistribution of exploitative material and should preserve and report information when required or permitted by applicable law.

The operator should maintain proportionate internal records of significant notices, action taken, response timing, appeal outcome, and important automated moderation used. Those records support consistency, safety review, repeat-abuse analysis, defense of claims, and any transparency duty that later becomes applicable.

The operator may restrict a person who repeatedly submits knowingly false, harassing, malicious, or automated mass reports. Restrictions should not prevent a person from making a genuine urgent safety or legal report through an available route.
